Rescue missions represent a successful, alternative busi- ness model that the government cannot control.” Bob continues: “Rescue missions are alterna- tive solutions that fly in the face of the big government approach that assumes the need for huge and growing expenditures of public funds for low-cost housing, social workers, psychiatrists, drug/alcohol counselors, housing specialists, etc., which are means of control masquerading as help.
