CONGRESS URGED TO INCREASE FUNDS TO HOMELESS PROGRAMS

Congress has established two programs targeting homeless people with addictive and medical disorder. The Projects for Assistance in Transition from Homelessness (PATH) program enables states to provide mental health and related services to homeless persons with serious mental illness and co-occurring addictive and serious mental disorders. Congress appropriated $31 million for PATH in fiscal year 2000. President Clinton is requesting $36 million for fiscal year 2001. The other program established by Congress is the Grants for the Benefit of Homeless Individuals (GBHI) which has never been funded since its establishment in 1992. It was for the purpose of establishing addiction and mental health services for homeless persons. GBHI funds would go to nonprofits rather than to establish governmental programs, while PATH would allocate funds to all 50 states to make awards to community-based organizations with the state matching one dollar for every three dollars. The National Coalition for the Homeless is urging Congress to reauthorize and appropriate $75 million for PATH, and reauthorize and appropriate $100 million for GBHI. They are seeking letters to the Senate and House Appropriations Committee by those supporting these programs. For more information check their Website at
